I don't see the Change Your Account Proper name pick in Windows 10 Pro. The account username assigned to me is my outset initial and commencement 4 letters of my surname. I have the same problem. The pick "change your business relationship proper noun" does not announced. I have 4 user accounts setup on my desktop. On 2 of them the option to change the proper noun appears. On the other 2 information technology does not nor exercise they have the options to change the password. Very annoying.
